Why was it arranged for the meet to be on the 2nd floor then it was on the 1st floor

I drove all around the 3rd and 2nd floors before meeting some Merc owners on the 2nd floor which then i thought was it

It said second floor but then said under cover and with lights, the second floor is open!!
