is there a way of finding out if a command unit is new or used apart from the obvious general condition.i was thinking about in the user menu etc

Yep.

Turn the unit on and press the FM button.

Press the mute button and then hold down 1 & 3 . Hold like that for 10 seconds.

You are then in the diagnostic menu.

Select Versions.
Select FIS

This shows the exact part number and the data of manufacture.

Press RET to get out of the diagnostic menu.
 
But that is the actual manufacture date of the relevant component and does not tell you how long it was sitting in the warehouse before being fitted or sold. So not really a good indicator. I have seen a few new units from with 2003 and 2004 dates.
