I drove about a mile inside the North Circular on the A40 today, in the CLS (2013, Euro 5). Do I have to pay London ULEZ or Congestion charges?

Almost certainly.

To confirm, there are highly detailed maps here: ULEZ: Where and when

And a vehicle checker here: Check your Vehicle

You get until Monday night to pay up.

Wouldn't just a mile inside the North Circular be LEZ rather than ULEZ? I have to take my wife to a hospital in Sidcup in a couple of weeks time, so I checked both cars on the car checker site, the S204 is LEZ compliant but not ULEZ, whereas the SLK is OK for both!

Bloody money grabbing leech Mayor of London, imposing even more taxes on motorists over and above the massive amounts we already pay in road fund, fuel duty and VAT on fuel. It should not be allowed - but Sadist Khan has made such a pigs breakfast of London's finances he's got the biggest begging bowl ever seen. He should instead get a P45!!

LEZ is for commercial vehicles. Has to be, really; hardly any are ULEZ-compliant.

Apparently expanding to the whole of London (most everywhere inside the M25) next year

If the CLS is a diesel Euro 5, then certainly.

But not if it's petrol. Even my trusty 2003 Mazda MX5 doesn't pay ULEZ.

ULEZ is about driving polluting cars out of residential London. It's certainly not solely about commercial vehicles

Here's the summary of the ULEZ requirement from Mr Khan: Cars

However you were miles away from the Congestion zone, which is Central London.

No sense in stressing about future Congestion zone coverage. The Chocolate fireguard keeps changing his mind as London's commerce collapses around his ears and people continue to spurn his filthy expensive public transport system.

Afaik you will be liable for ULEZ, but go to 'Pay ULEZ' and check.
1st check the map to see if you were inside ULEZ, near certain you were.
Then look at the tick boxes to see what they want to take money for. Untick the 'Congestion Charge', as said you were miles away.

Unlikely but you may be lucky re: ULEZ, their records aren't always spot on.

Should you be lucky and the page says 'No ULEZ for this vehicle' save the page, just in case.
