EGR opening and closing on idle

Hi all,

i had my EGR deleted via the software on my 270 cdi W209 and after a couple of months the smoke was still building up so i took my boost pipe off and looked at the EGR and the piston was constantly opening and closing on idle, should it be moving at all if it was deleted and is it normal to open and close on idle?

The egr should remain closed at all times after a delete has been done.
