Has anyone come across or used flush fitting tyre valves? Are they easy to fit or do tyres have to be taken off?

Are you talking of the short valves that do not stick out further than the wheel rim?
I've seen them used before with no issues. Not all tyre fitters stock them, so you may have to provide your own.

As tyre valves are usually fitted by being pulled into the rim, I would expect that the tyre would need to be freed from the rim but not dismounted.

I have them on all my alloy rims. They are changed for new ones every time I change the tyre. Can't be changed without removing the tyre as they are pulled through the valve hole from the inside. Never had any problem and look neat also.

+1 on DRBC43AMG's comments!
