Folding Mirror - Ceasing Up

My drivers side mirror is getting slower and slower and this morning failed to open further than half way (Had to push it to help). Does anyone have any advice on how to fix this?

When folded give the gear and pivots a good dose of PTFE spray. Get the "dry lube" as used on mountain bike chains as this doesn't attract dirt and grit.
