fuel problem

I have a W124, 230TE, 1988. with a fuel problem.When I turn the ignition on the fuel pump does not come live,by applying power to the pump,it was obvious that it works, so I have been looking for the relay.
Not to be found behind the glove box nor in the box behind the fuse box.
So where is it ? When I find it ,can it be hot wired ?
Should the fuel pump be running at all times when the ignition is on ?
Needing help, John
 
The FP relay is in the right front fuse box. The top has to be removed.
