...and other mainland European countries, it is a requirement to carry a spare set of bulbs in case of failure. However, in an increasing number of cases, it is virtually impossible to change bulbs at the side of the road.

Why is it not a requirement of car manufacturers that bulbs should be changeable, by a motorist, without special tools, at the side of the road?
 
Is it not ironic that French cars are some of the worst for this? :D
 
Irony at its best/worst...the Renault Megane being one of the worst.
