Yes towbar bolts are often torqued up to some phenomenal figure and not easy to remove.

I once resorted to jacking the back of the car up, putting an axle stand under the end of the longest bar I had (with a socket on the nut at the other end) then dropping the car off the jack

Aren't you supposed to use new lock washers every time you replace the tow bar?
