When I try to activate the heated seats I get flashing indicators on the switch, according to the user manual this indicates low voltage. Any ideas?

Yes, it means that system is not powering then due to low voltage (in W211 that means that 'convenience functions' have been shut down), do you have still power to rear window demister for example? Are you able to switch heaters on later, mine does that sometimes right after start but after few seconds everything is ok.

Measure battery voltage before start, and then again during the run (charging voltage).

Have a look at the positive battery terminal. It should have a big maxi fuse block on there.

These are only £5 from mercedes and are usually the cause of flashing heated seat lights. As it is so cheap it's worth replacing first before you explore any other avenues.
