Paint correction - what does it really mean?

My car was largely resprayed last year so currently is devoid of paint swirls and the likes. However when you rub your hand across it it isn't quite as smooth as in the past when I have had cars detailed... is this what paint correction does... smooths the paint and brings out more of a shine?

More importantly can detailers remove scratches in plastic bumpers, skirts and the likes, My bumper has a very noticeable 1 inch scratch that is down to the prep coat ... would love it if this could be fixed without resorting to a paint shop!
 
A detailer will clay bar your car to remove any imperfections ,seal and wax it.Your best
bet for minor scratches is to use one of the many smart repair guys,they can achieve
excellent results.
 
Paint correction involves a number of techniques depending what the issue is.

The roughness of your paint is likely to mostly be surface contamination, requiring a thorough wash and clay bar to bring it back to feeling smooth again as part of a correction process.

If your scratch is down to the base layer then it will need paint one way or another either by a paint shop or smart repair.
