Paint defects, rotary polisher???

Hi, generally the car is in reasonable order, however there as many blemishes on the paintwork. When cleaned and waxed it looks god but not for long! I have attached some photos (sorry for the quality!) but you may be able to see what I mean, can this be polished out with a rotary polisher? Been thinking of getting one for a while and am happy to give it a go if I know it is possible to correct. It looks like the car is laquered? If so can this be polished as with straight paint. To be honest I don't think the car warrants a full respray!

What exactly are the defects, if it's the blooming, then yest that can be polished off.
 
Rotary polisher is the best but you need to be carefull as you can burn through the paint. As i am heavy handed i went for a Dual Action polisher, i have produced some pretty good results on previous motors and without the risk, much safer for a novice..
 
Yes it is just that, looks like fading but under the top surface if you get what I mean?
In that case I will be making a purchase soon and hoping for some good weather!
