Rust on 2003 W211

What is the best product to apply to the rust to change its state and stop it spreading on the outer rear arch?

Back in the day I used a product called Trustan on a mark one Jetta and it turned the rust to a solid state and the rust did not progress.

Any help is greatly appreciated

I've used Noverox on my W210, only don't know is it available in UK...
