Some press coverage today about a new handbook. Here it is, all 60 pages:

Overall some good news, as it will limit the excesses of certain Chief Constables but does make clear that in "exceptional" circumstances it is OK to have concealed, unmarked and unannounced speed traps.

Rules on establishing "core" sites dictate that no longer can local partnerships do their on thing. Must be reviewed and approved at a national level.

But as you go through a 60 page manual, much of it to do with reporting, accounting and procedure, it becomes depressingly clear that we really do have a whole speed camera industry created within these Quangos and Government. They in turn support a substantial commercial sector and a whole branch of the Legal profession. And they feed off each other, all at our expense.

Just as well the stupid John Prescott dream of a North East Regional talking shop got what it so richly deserved or yet another layer of useless government would have to have been built in to all this .
