If you have a dongle - can other devices connect to the internet through it simultaneously?

Yes.

You can buy routers that have USB ports and will use the dongle instead of ADSL if it's compatible. (Draytek 2800 and 2820 are two models that I'm aware of).

Alternatively you can use Internet Connection Sharing on the PC which is connected to the 3g dongle. (Not sure what the situation is with this and Vista). This effectively turns your PC into a router.
