Hi, you may well find the arm mechanism itself disconnected, some ppl seem to do this rather than sort them! The most common fault is with either the door switch or (more likely) the seat belt switch, the seat belt buckle has a microswitch, no seat belt in, contact closed, seat belt in, contact open, the switches are very fragile and easily broken over the years. The connector is accesible under the seat, try testing the switch side with a multimeter or short out the system side and the presenter will pop out (assuming ign on and door closed of course!). It's quite easy to tell if the system has any life in it, pull the presenter out manually, it will try to return to rest position.
