C43 heated seats, taking ages to warm up ?

Just fitted them, they get there eventually but don't seem overly warm to the touch ? Is this correct ? My ole Volvo ones heated up in seconds and were lovely.

I've been sitting in the car for 10 minutes and I've only just got a toasty bum ! That was reswitching on setting 2 a couple of times

Thoughts ?

Weak or blown elements possibly. compare with the passenger seat and see if that warms up any quicker ?
