Car running hot, possible solution

Seen this on the TV the other night and was wondering if it could be a method to bring down hi temps on tuned cars, anyone tried this solution?
also not having cooling changes every 2 years is also an advantage

Specific heat capacity
Thermal conductivity
Viscosity [ energy required to pump]
