tee hee - shops are excluded as they pay rates allowing them to trade and they are usually the first to complain when a street trader sets up outside.
Most councils only allow them to "extend" their shops out onto the highway with "A" boards and racks (like shoe shops) by a metre, after that it becomes obstruction.
Sticking election posters everywhere is Bill Posting and is a whole raft of different laws which I know nothing about - I'll ask the font of all street trading laws if I see her tomorrow
