The lowest temperature I have ever seen was -14 a few years ago in the Scottish borders. I'd left Edinburgh on a bright frosty day and it was something like -6. As I headed down the A702 (IIRC) I watched the numbers plummet.
Obviously the roads were very icy - I'm not sure at what temperature salt stops working but I'm pretty sure it was well below that. Roads were still passable but great care needed. Then again folks in that part of the world get some pretty severe winters and are used to coping.
When it get to minus anything in London and/or you get a small snow flurry it's quite funny to watch how some drivers panic - white nuckes, nose pressed against windscreen, 2.5 mph crawl.
Well I say funny as I don't drive to work these days and don't get stuck in the gridlock they end up causing.
