Does he own his house or renting? If he owns it - use your legal protection to issue a claim against him. Then if he refuses to pay the bailiffs will move in to recover debt.
Are they all his kids? Even if so, have you thought of getting on to your local Social Services and complaining that he is putting children at risk?
So set fire to his car, try to take his house off him and have his children taken away?

It isn't a matter of the police needing to catch him in the act , if the car is taxed but not insured the offence is complete .
I would be tempted to do a vehicle enquiry on the DVLA website to verify whether the car is taxed or SORN . If it is not SORN then I would be minded to go down to the local police station and make a formal complaint about the lack of action .
The local press may also be interested in the story - it is surprising how many official bodies can be prompted to take action in the light of a bit of publicity .
If your overstay really is 2 minutes, then you should appeal as I understood they are meant to give 5 minutes grace.

After many more calls to the Police they eventually agreed to "look into the matter" o condition that I call in at my local station in person and produce my documents.
Now call me old fashioned but I am the one making the complaint.
Now at my wits end I drove to the local Police station and presented my documents which were logged against my original crime reference number. I was told "your documents are all in order" This is good news as I may never have known this.
The Police now say that they will look into the guy driving his kids too and from school in his uninsured, not taxed or MOT'd car.
I left the Police station to be greeted by a parking warden slapping a £70 fixed penalty notice on my car as I was two minutes over my ticket time.
I considered attempting to eat my own head or possibly scream out to God to ask what I had done to deserve this. Killing the warden was also in my thoughts. Instead I opted to appeal to his better nature. Wrong move.. He didn't have a better nature or indeed any nature. "Ticket is issued. It can't be unissued." Then in a moment of supreme irony (lost on the warden) he uttered the words that made my day. "The law is the law sir. We have to treat everybody the same"
Presumably that statement does not apply to the guy who crashed into me.
Armed with my £70 FPN I can now see the logic in having no tax, insurance or MOT. It's cheaper. The Police leave you alone. If you have a crash it doesn't cost you anything.
Muggins like me thought that all the legal stuff was there to help.
