Or alternatively folks see not having to pay £50 for another 12 months as a big plus point when buying a cheaper priced car. Most people I know don't class the MOT as a measure of the cars condition - just as a chore with financial consequences (test price and potential work) that gets closer by the month. Buying a car with 12 months MOT to run is a positive selling point in most cases - as is longer road tax.
I can personally see how this new plain MOT could be manipulated by some unscrupulous sellers of cheap vehicles and how it could be particularly effective with those (like my parents) who would not consider checking details online even if advised to. Hope I'm wrong, and that technology means this scenario will not happen.
Not sure about that mate, I would think the reason the govt spent 100 of millions £ is so that you are number that can be watched governed and fined accordingly. The planet and consumers are never the reason.
The reason for the change is that it's now print on demand instead of using pre-printed media.
Pre-printed is costly and wasteful as whenever there is a change all the old stock is wasted. The individual details still had to be printed onto the pre-printed sheets so there was twice the print cost.
Now it's plain paper into the site printer and one print. No waste and cheaper.
