If the congestion charge in London was a true congestion busting initiative then all vehicles that take road space would be charged the same. A Prius takes the same road space as any other car and therefore causes just as much congestion!

Certainly mbenz76, but it is just a revenue raising device, as evidenced by extending it to Kensington & Chelsea. The net effect was to increase the number of cars moving around the congestion zone as it became cheaper for the residents of K&C to drive through the main zone than before. Add in the absurd exceptions for hybrid 4x4s and taxis, and the idea became even more of a nonsense.
