Yep, 'foreigners, or rather non-arabs' are seen as guilty until proven otherwise (and they won't try hard on the until proven bit).

I've some friends that work out there and it sounds crazy.
 
I've driven in Riyadh without too much difficulty - perhaps because I learnt to drive in London! In fact the only motoring thing I can remember is at the end of each day's work having to open the car and start it up without touching anything, then stand watching it from a sheltered spot whilst the air con got the internal temp down to boiling point!

A friend of mine worked a lot in Libya where one of the habits was to pull round in front of any car waiting at red lights so you could be away first. But the crossroads didn't have repeater lights at the opposite of the junction so the driver relied on people behind hooting when the lights went green. Quite a few people would enjoy hooting while the lights were still red and then seeing the b*****d who'd pulled in front of them shoot off and get side swiped! :D
