I contacted the auto electrician again yesterday and he didn't seem to interested which is unusual, as he normally wont drop something until it's fixed.
After this I decided to let a couple of my Mechanics loose on it as I had nothing to lose. Within an hour they had diagnosed and temporarily repaired it.
After detecting the voltage drop (down to under 8v) they ran a new earth to the fuse box and then ran auxiliary power to the starter solenoid and it turned over easily. A little more investigation unearthed furring on many of the fuses, relays and connections as well as 2 or 3 fuses blown.
They swapped the fuses over and cleaned up some of the contacts with some cleaner and pushing in and pulling out of the fuses etc. and it is up and running perfectly.
A new fuse box is £70+VAT to my company so I may just chuck a new one on there to save me getting the same problem again.
