Seems it's the official car of the Liberian embassy, but it's not showing up on any of the usual websites (DVLA, HPI, tyre-shopper).

Presumably they still have THE 2 as well, which is currently on a black 5 Series.

yes, all stems back to the days when Yorkshire was allocated HE and Barnsley had prefix T and i think S .
Apparently the council have turned down some very good offers for the plates

I guess you have to be inventive when DVLA steadfastly refuse to issue plates in the P155 xxx series for some reason...

A few months ago I found myself sitting at a set of traffic lights in Bayswater, behind a taxi registered URP 15 – correctly spaced, too, but the message was obvious. I'd actually seen a photo of a cab wearing this number years ago, so it's good to know it's still out there earning money for its owner.
