1 LEM was actually sold for £3000 at a DVLA auction in April 1994. Are you saying that the Liberian Embassy purchased it (or acquired it subsequently) to supplement their officially-assigned plate LEM 1?

I got info from here which lists all the plates- shows 1LEM but not LEM1 -none the wiser
