C63 with unusual V5C and Service History

I've been looking at a 2013 C63 at a main dealer and on the face of it, there's nothing wrong with the car. And it was an ex-management car.

However inspecting the V5C, the car is registered September 2013 to:-

MB UK LTD TRANSPORT DEPT

and has Special Notes:-
1. DECLARED NEW AT FIRST REGISTRATION
2. DATE FIRST VEHICLE LICENCE DUE AFTER REG/N 01 10 2014

What does this mean?
I've been through many new cars and they've all only had Special Note number 1 on the V5 documents.

Also, the 1st service was done in January 2015 at around 10000 miles. They claim they have just given it another A service even though it didn't need it since the car (allegedly) has just been sat around at MB since september last year (and I've been told was "probably" the reason why the service was late). I've been told not to worry since this shouldn't ruin the full service history nor shouldn't be a worry for the future...

Thoughts anyone?

This is nothing out of the ordinary . . . . . . Vehicle registration and tax disc are separate and the tax disc generally is obtained at a date later than the vehicle registration. Dealers do not always get a tax disc for you. If the vehicle is kept off road then it does not need a tax disc, but you need to make a declaration by the due date.

So if the vehicle is not taxed by 01/10/2014 then you must tell the DVLA about it, usually by declaring SORN.

They probably went off the mileage rather than time when doing the service, so they waited until 10,000 miles rather than 1 year. This might be because the car was indeed sat around on the forecourt for a few months.

If they have just done another service, then is that logged on their system? Or stamped in the book if it has one? If it isnt then get them to either log/stamp it or it isnt worth what they're telling you.

But in general, at such a low mileage if its had one full service then it shouldnt really cause you any concerns in the future.
 
But being two years old, shouldn't it have it's B service rather than (a second) A service? - Are the services not meant to be time/mileage based whichever comes first?

My other worry is if that the car is not on the road, perhaps it was going round a track (often)?

Oh and couldn't check the 2nd service since their system was down at the time. Will however insist on evidence if I were to buy.

Correct second service is a B service plus brake fluid change.

Services due every twelve months or 12.5k miles whichever comes first.
