Keeping the data is what assists in the arrest of offenders - another source of information - so when they identify a car used by a predatory paedophile, it is possible to id where they have been across the uk (and all of glojos Liverpudlian burglars

Also, you are right, there needs to be a greater presence on the streets, not filling in forms, but ANPR actually ensures that the Cops who are on the street are used to full effect.
