Some years ago, a chap I worked with was driving a hire car in Sweden. Late for a meeting, long mainly straight roads with no traffic and only elk springing a surprise appearance to worry about. He came around a corner and there was a helicopter parked by the roadside with an unhappy looking polis waiting for him.
"What is the speed limit for this road?" "110 kph" replies my chum. "No, 110 is on the motorway. This road is 90 kph. Sometimes maybe 110 is okay but 130 isn't. And 167kph is a local record."
They locked him up all day in the local clink and fined him a kidney.
Apparently they'd just changed the law otherwise foreigners got their licence confiscated on the spot and had to come back to collect it after an appropriate period of punishment. They reckoned the paperwork was too much hassle so they'd changed to the short, sharp shock treatment.
