Left turns at red lights proposed

That is not a 'traffic light' issue then - the give-way sign is in force at that point.

Does everyone opposed to the 'turn on red' principle approach all give-way junctions with fear and trepidation? Its exactly the same principle.

You could argue that give way signs are generally applied to junctions where the flow of traffic is less than at the junctions that traffic lights are used.
And so to turn those busier junctions into give way junctions, (IMHO) would in fact increase the risk of an accident.
 
I think this is a good idea in principle, but it relies on all road users being alert and competent (which, I think, is where it begins to go wrong...).....

Other road users also means pedestrians.

I haven't been to the USA for over 25 years but I remember that crossing the road at a T/L junction meant pedestrians had to press a button to activate the pedestrian phase of the cycle and interupt traffic flow.

In the UK the pedestrian phase is built-in to the traffic light cycle almost regardless of demand.
 
"Right turn on red" ( legally after full stop, but usually not obeyed ) has been used nationally in the USA for more then ten years with no documented increase in accidents. !!

now theres a way to reduce congestion - how many times have you sat at a crossroads, with everyone looking at each other, and no-one going anywhere...
