Paypal is many many times more secure than telephone purchases.
I never pay for anything over the phone as you simply don't know where that number is being written down or passed on (often by underpaid call centre workers).
With Paypal, no one gets to see your CC number at all. Even the registration of your CC for the account is bank to bank and doesn't involve staff or third parties having access to the details.
When I was a student I used to work for BT in a inbound call centre, taking calls for mostly external clients, some of whom were using us to take orders for goods.
The opportunity for fraud was eye opening, as all we did was type the card details onto a screen. It would have been easy for a call handler to have noted these on a pad (although hopefully someone might have noticed). As well as this, the orders printed out on another floor (hi tech in the late 90's you see) to be faxed to the client, on this floor there was just one person at evenings and weekends.
Very reluctant to give card details over phone as a result.
