Plod should throw the book at this to$$er!

Does nobody feel any sympathy for the poor driver, stuck in the right-hand lane, in heavy traffic, and suddenly most of the screen is obscured? (I don't buy the apparent police conclusion that he/she hadn't cleared it before driving off). I know that if it were me there'd be a terrible smell in the car...

See post#5.

I did, but I didn't detect much sympathy in it. It's the mention of gross stupidity...

So why should anyone have sympathy for the idiot who in the most generous case only cleared his screen and not the roof. The snow remaining on the roof would have been a hazard to the drivers of those cars behind as it came off in chunks!

Indeed. Rule 229 of the Highway Code includes: "Before you set off ... remove all snow that might fall off into the path of other road users". Unfortunately this isn't preceded by MUST so it's not illegal to fail to do so. But it is common sense so I'll agree that all those who fail to clear the snow from their car roof and bonnet fall into the category of stupid. And no, I also don't have any sympathy for the driver whose view was suddenly obscured because he failed to do so, just sympathy for those around him/her.

Stupid to take the risks they do, but laziness and a dislike of being in the cold and getting their sleeves wet and their poor little tootsie wootsies cold the driver I suspect.
MTFU and get it cleared.

Isn't there some kind of automatic camera that can issue a fixed penalty for this?

Then the Police could get out of the cold and back to filling forms in nice warm Police Stations where the biggest danger is a paper cut…

There's snow excuse for it!
