Quite apart from the fact that I don't have a PayPal account and want nothing to do with them , this seems to be a needless faff when pay at pump is almost universal .
I also think that the notion of paying for more fuel than your car will take , then waiting days for your 'change' by refund is something of a scam since PayPal , who are a bunch of chancers , will have large sums of money which doesn't belong to them on deposit - how would you feel if you paid cash in a shop and they said they'd send your change out in a few days ?
Oh , it is possible to get intrinsically safe mobile phones , I recall RS Components had them in their catalogue . Perhaps the real reason is that the RF emissions interfere with fuel metering , just as CB radios used to years ago and allowed people to fill their tanks for a fraction of the price ....
