Static wheel trims on F1 cars

I imagine that they are fixed to the stub axle using the wheel nut. The wheels spin on the stub axle using bearings. The stub axle itself does not spin neither does the wheel nut or 'rim blanks' as they call them!
 
I've wondered this also.

On occasion one can see the mechanic fix the wheel and then spin the 'rim blank' into position. So there must be some free movement in one direction only?
 
Almost the opposite of wheel spinners:D On a recent visit to the States, I saw a rather large SUV as they call them with what looked like 5 spoke alloys that appeared stationary as the car was moving. I know wheel spinners are illegal here, but would these be?
 
They might be similar in principle to the emblem in the centre of the latest Rolls-Royce wheels. Free to spin but weighted to prevent spinning.
 
They wouldn't be designed to be free to spin, as they perform very important Aero and Cooling functions.
