It's a diplomatic plate for a car registered to the US Embassy.
The initial three digits are too high for it to be an Irish plate - the format for Irish plates is YY plus 1 or 2 followed by County/area, followed by unique identifier. The first three digits are the last 2 of the year, followed by 1 for the first half of the year, and 2 for the second half - so a car registered today would be 212, as in 2021 second half.

50HO on a G Class in Hampstead. The house it came out of is owned by Laurence Kirschel. (worth a Google).
