Saw a brand new black Range Rover with black windows with a private plate, nothing special. But the number plates were black with white letters / numbers on both the front and rear. Is that illegal? I thought that they had to be white and yellow back grounds on new cars?

Is that illegal?

Yes. They're called "traditional number plates" (white, silver, or grey characters on a black background), and are only legal on vehicles constructed before 1st January 1973.
