Not sure whether you deliberately overlooked it, but if not, then I suspect that it was possibly a reference to the sexual context of the verb "cruise".

I saw this today near Lords on a Skoda.His official residence is probably in the St John's Wood area.
Quite a few diplomats live there.

I reckon Northern Irish. On the same subject does Zambia and Nigeria have 1 ZAM & 1 NIG or vice-versa?DRs are either regular registrations (even ones voided previously), or, they are outside the normal issue sequence and so may use letters which UK plates use so can contain I, Q and / or Z as part of the reg.
So it could be Northern Irish or just one beyond say 1CYE.
