I've got the wheels copied into layers - but it will only let me resize the whole image to 90/50 including the layers - so I get a nice chunky ickle baby car - but with baby wheels

I had the same problem, this is because if you resize the background pic it all gets resized regardless. If you have the original pic pasted as another layer you can resize it without affecting the others.
