I'm using photoshop LE - this is how Shude told me to do it:

This is how I do it:
hand-select an area around each wheel, copy and paste as new layers
copy the whole pic and paste as a new layer
resize the new layer at 50% x 90%
move the wheel layers over where they should go
"erase" the excess area from around each wheel
add any extra details that you want, like passengers etc
merge/sharpen/crop etc.

My only prob is I can't resize a layer so have to do it with two files and copy and past the layers over once I've resized the background.
