car door opening , light position

Am i doing the wrong thing by moving my headlight adjustment to the 3 position when i'm driving in a well lit but bumpy road at night ? ( at 35 i have the best vision my company doctor had seen this side of 30 . i find a lot of headlights too bright so try to think of the poor person not getting dazzled by me in oncoming traffic ) .
It seems a lot of people seem to assume my slightly duller lights means i'm further away so decide to sling their doors wide open and jump out into the road , or are these the people who never look in their mirror before opening their door ?

Is it me or is it them ? am i the only one ?

Similarly I often set the lights to 3 when I'm around town, why dazzle people going over brows, speed bumps and corners etc any more than you can help. You don't need the lights to see in this situation, it's just about being seen. I've never noticed it make any difference to people open doors, pulling out etc, after all it's not the actuall beam you see when looking an another car (or you'd be dazzled) just the general light scatter outside of the beam area.

So in answer to your question - it's just you they are targetting. :D
