Company's that sell Number Plates?

I just had a call from Car Registration Transfer who about 3 years ago, i gave my Number Plate S55 PUR to put up for possible sale, (not put it on my SL yet.).
Here is my questions.

They offered me £1,950 of the supposed £2,220 they have been "provisionally offered" (whatever that means?).
How do these companys work?
What does provisional mean?
Is the offer to me a starting price offer?
 
I can only relay what they did to us and what we did by return.

We noticed our family cherished plate on their site and we hadnt notified them or asked them to sell it.

I called up as a prospective buyer asking about it and was quoted a figure and told it was "provisionally" for sale and would get back to me

They called my brother who had the plate on his car "out of the blue" and asked if he would sell it for 20% of the price they had quoted myself as a prospective buyer

This offer was declined and worked upwards to 40% of the price I was quoted - still declined

They then said they couldnt get me the exact number I wanted and offered several alternatives with my initials and this started quite a hard sell

Shysters all of them !!

I think i may get a bit of "the hard sell" from them.
When the Man made the offer to me, he told me NUMEROUS times how great the "offer" was and it may not be on the table tomorrow.
I said i had to think about it because i did not plan to sell it.
I told him i would call them back tomorrow to let them know if i would sell, he was insistant that he would call me even though i said i could not always except calls.

I will not be selling the plate.

Thats what amazed us as they called my brother at a house he had only lived in for weeks and was ex directory. IIRC he hadnt even changed the address on the car reg docs

Obviously they have a means to track you by whatever way is possible ....
 
Car Registrations rang me back today, they said they may be able to get the "buyer" to go up to £2,200 which is a good price.
I told the Man that i did not want to sell the plate and could they take it off the register for sale.
He got quite angry, he said that because they had found a buyer and had got the price i had asked for it 3 years ago, they will now charge me for advertising the plate for 3 years, (which i understand but do not want to pay.)
They had not "advertised" it but had it on the computer system people can use on there website.

Will i have to pay them?
