The only two reasons I can think of not to are:
1. Its money sitting in the tank that people may not have (or can make better use of)
2. Its additional weight to push along reducing economy.
These are exactly my two reasons for never putting more than 10/15 quid in.
When you hit the £99.99 limit at some pumps.

Some people are on a tight budget and also some only do relatively few miles so why fill up if you only do 100miles a week or less.
Well lots of drivers spend ages getting the last little bit of fuel into their tanks,I always put the nozzle in all the way and when it clicks that is it,I do that because I can then work out the MPG any other way is less accurate,there is also another good reason not to brim the tank,ok in this country we get two very hot days a year,but in Spain you could lose your fuel,all cars fuel tanks are designed with a air space at the top,by brimming the tank you remove the airspace,if you were to then park on a slope the fuel could weir over down the overflow pipe and then a vacuum occurs which may well empty the tank,in hot weather fuel expands this can also lead to a empty tank,it is rare but I stick to filling to the nozzle clicks.
I believe that's rimming you're referring to.My understanding of 'brimming' is just that, filling to the first click with the nozzle fully inserted.
Tight budget? So filling up 4x £15 is easier on the wallet than doing once at £60?
Low miles = fewer visits surely?
Always, every time in my own car. I don't understand those who don't, surely people who literally can't afford to fill the tank are massively in the minority?
