there is someone who lives locally and his registration : ICU 2
CU being the 'code' for South Shields

Assuming it's a UK registration, the first character must have been doctored, as you can't have an I (or a 1) in that position. If it was on a silver Vauxhall Omega, then it would actually have been LCU 2.

'J' and 'T' also tend to get modified to look like 'I' or '1', but JCU 2 and TCU 2 do not appear to be in circulation.
