A word is racist or offensive IF someone other than the person using it finds it offensive/racist.

That comment simply means that the 'someone other' has a problem .
The word under discussion is simply a derivative of the word 'negro' and can be a matter of fact description of a black person without any insult being intended .
In the same way , I have lots of friends of Asian ethnicity who refer to each other as 'Pakis' without any insult either being intended or existing - if some PC person overhears this and has a problem with it , the problem is theirs and theirs alone . If the term is used as a deliberate racial insult , then that clearly is a different matter , but then almost any word that identifies someone as belonging to a particular race could be held to be offensive
by the person to whom it is directed .
As a Scots engineer , having worked on projects in numerous countries , I am well used to being adressed as 'Jock' or 'Scotty' etc - no offence intended or perceived - but the PC brigade would presumably take offence at that ???
On the other side of the coin , you might venture down a Glasgow street on a Saturday night following a Scotland/England football game and overhear a drunken insult " You English ******** " - clearly , that WOULD be racist abuse - but would you then try to outlaw use of the word 'ENGLISH' ???
99% of the time , problems with certain words are in the eyes of the beholders and said people need to go and 'get a life' .
The username 'kimble' might be offensive to one-armed-men for all we know - should the member therefore stop using it ?
