Tank strainer blocking - can it happen not just on low fuel?

I've had it block once about a week ago on low fuel about a gallon left, question is can it block with more fuel than this say a quarter of a tank?

I don't have time at the mo. to sort it out and want to do it properly and clean the tank out as well.

Yes it can but obviously the more weight of fuel the more pressure there is pushing it through.
Not only does the strainer block but the inlet to the plenum does as well, in fact I'm sure that's the real problem as even with the strainer out not much flows and mine continued to have problems until I jetted the plenum and tank really well.

When there is over 1/4 tank the fuel flows into the top of the plenum but when low it goes in the inlet at the bottom.

Are you sure it's not the fuel filter blocking due to being too cold.?

The car is running good now, full acceleration etc, when it blocked i added a gallon of dino and it was running good again, filter is new 300 miles old.

It doesn't matter if the filter is new or old, if it gets too cold the veg oil will block it.
