There may be a good reason for this... ...for example, a new Range Rover in Police Spec will be offered to their Fleet Manager at something like retail list price (iro £40k). Merc are offering comparable MLs at less than £20k.
Volvo were offering 740Turbos (when current) for half the typical retail, and I understand Skoda are pushing (ahem) the Octavia RS at some particularly attractive rates.
On top of that, the lifetime costs of running a reliable fleet to high mileages can be significantly lower than more run-of-the-mill metal.
The Scotish Police seem to run a fair number of Mercs and BMWs, but I understand that it is now more common to split the fleet between 2 manufacturers - ever since Vauxhall warned of a safety recall on Police-Spec Omegas.
