Google tells me that he is and can use that title......but only an honorary doctorate for UCLA.

Bizarrely its not illegal to call yourself a Doctor or Professor in the UK......even with no qualifications at all!! The term 'doctor' on its own is not a protected title. Just as long as you don't pretend to be able to do something you are not qualified for.
