How about this? At the front of every till queue is a speak-your-weight machine! That'd speed the queue up no-end and probably encourage more online purchases

What's the difference between you arriving at the petrol station to find the pumps are all occupied by people filling up, and arriving to find the pumps are all occupied by people paying for stuff in the kiosk? You still have to wait for a bit!
If the petrol station chooses to sell things other than petrol, why shouldn't people buy them? It's not their fault the forecourt has no other parking!
Bear in mind, if they didn't sell groceries as well a fuel, then very soon, the petrol station wouldn't be there at all, and then you 'd have to drive even further to sit in a queue!
